Identify the part...

I am having trouble with my 85 Tercel idle I believe this is the culprit I just dont know what it is called. Can anyone help me?

you might be able to repair it, there was a thread on this topic (requires epoxy and wiring it back together so it does not leak vacuum).

you need the TVSV to run properly, though it might be possible to by pass most of the systems this operates, to rig it so it is in the normal "warm and running" condition. It means the cold starts will be balky until it warms up, but otherwise should run okay.

If the repair doesn't work out, the Toyota P.N. is 90925-02076, available on the web for $120-$140.
if it aint there, there's a good chance it won't break!
83 SR5 Silver/Blue (Snowmobile/work beater)-totaled but drivable
85 SR5 Blue
88 SR5 White (the 'good' one)-not anymore-totaled
87 fwd silver wagon a/t
87 4wd dx Cream (a/t- not anymore- now m/t)

some times you might get lucky and someone gets a small supply of them cheap, they list them on an e-bay store for $30.

So reguarly check different sources, including Rockauto.com, Amazon, Partsgeek, and ebay. the prices will typically hover around $120-130, and than suddenly someone clears out an old autoparts store or warehouse, and 12 will show up for $16 each...and than they are gone.

here is an ebay link for a "Genuine Toyota Tercel Valve 90925-02076" about $140 includes shipping. about half what a toy dealer might ask, if the have any in stock.

what about a wrecking yard? i have found them on various tercels that had the 3A engines. even the sideways engines have them though they are located in a different spot. takes a 19mm wrench to get them off and sometimes they are very tight.
Love those Tercell 4x4 wagons but they sure suffer from road noise.
