Sway Bar with perm. attached sleeves?

Hi there, new here, I have the transmission out of my 86 4wd and took the opportunity to remove and check the sway bar ends. Removing the bushings revealed (not really sure) some handi-work done by a previous owner/mechanic. The sleeves on the bar ends appear to be welded in place and ground down. Here's a photo of one side...

My concern is that I cant check the ends under the sleeve for strength and bottlenecking issues. Am I missing something in removing the sleeves from the bar end? I thought they would slide off or turn to dust but they are on there pretty good. I think I need a new bar but let me know what you think. thanks

The sleeves are not part of the arm as you suspected; they usually rust in situ to one degree or another. One of mine was "fairly" loose and the other only came off by drilling TINY holes (carefully!) through the sleeve and soaking in penetrant. Only then could it be persuaded to be twisted off using a Vise-Grip. You might even have to resort to a fun procedure slitting them with a Dremel tool and then prising off.
Hopefully the threaded portion under the sleeves is not (too) necked-down.

They came off and the bar ends have almost no bottle-necking! Ended up using a chisel to open up the split in sleeve, pb blaster and a small plumbers wrench to twist it off. Thanks again Tom
