but I would hate to spend that much to get the stock 62 hp, for that much effort he should have upgraded the engine to a 4afe or 4age!

I highly recommend install only new exhaust valves. New ones do not cost much, I have seen too many exhaust valves disintegrate with time, often trashing the engine when the come apart.
